Rubygame::Events::MouseMoved Problems in windowed mode.

In windowed mode the Rubygame::Events::MouseMoved event is only triggered when a mouse button is held down. Full screen mode works as expected. Is this normal behavior?

I'm running Mac OSX 10.6.5, rubygame (2.6.4), ruby-sdl-ffi (0.3), libsdl @1.2.14_8, libsdl_gfx @2.0.20_0, libsdl_image @1.2.10_2, libsdl_mixer @1.2.11_0, libsdl_ttf @2.0.9_1

Works as expected.
